Since 2009, BIS has worked to implement the President's Export Control Reform (ECR) initiative, which has transitioned thousands of less-sensitive defense items from the United States Munitions List (USML) to the Commerce Control List (CCL). As part of this effort, OTE evaluates the impact and effectiveness of ECR by compiling export and licensing data. The analyses below reflect major ECR rule changes as well as usage of Strategic Trade Authorization (STA), an export authorization established in 2011 which may be used to export many former-USML items.
