The woman, 33-year-old Sheylla Gutierrez, was reported missing Aug. 12. Her body was found in the forest days later.
Gutierrez's husband, 36-year-old Jossimar Cabrera, fled to Peru after her disappearance.
Cabrera landed at the airport in Lima, Peru last Saturday after flying in from Mexico.
He was questioned by Peruvian National Police before his wife's body was discovered and was released because no charges were filed against him in that country.
Authorities said he had three children, who he shared with Gutierrez, when he arrived. The children are now with Gutierrez's grandparents in Peru.
From Peru, Helga Rocillo is calling on U.S. authorities for help to capture the man suspected of killing her daughter. Her family says Gutierrez's husband gave varying accounts of her whereabouts when she went missing over a week ago.
Gutierrez's sister says he first said ICE had taken her. Later, he claimed she left with another man. In a third account, he said she'd suffered an accident.
Surveillance video shared with Eyewitness News by a neighbor of the couple in Lancaster shows Cabrera dragging something large and wrapped in fabric.
Investigators said they found Gutierrez's body over the side of an embankment in the Angeles National Forest wrapped in similar material last Saturday, the same day Cabrera landed in Peru.
"On the same day, investigators were contacted shortly after 10 a.m. by the Montrose Mountain Search and Rescue Team, who reported they had spotted an object similar to the material that was seen being taken away by the person of interest over the side of an embankment in the Angeles National Forest,'' according to the sheriff's department.
Concerned Lancaster residents said Wednesday during a vigil that they hope to get justice for Gutierrez.
"It's just devastating, devastating you know, to hear that somebody can actually do that to his own wife, the mother of his kids. It's just sad. It's very sad," said Angelica Hernandez from Lancaster.
"They're going to lock him up because he needs to be locked up," Sylvia Perez added.
Peruvian police said there has been no extradition request from the United States yet.
Los Angeles County Sheriff's Department Lt. Michael Modica said detectives are planning to present their case to the District Attorney's office Thursday in hopes of getting murder charges filed against Cabrera.
They will then begin working on the process of having him extradited back to the U.S. to face the charges.
Gutierrez's official cause of death remains under investigation by the county medical examiner's office.
