Video from Citizen App showed a person sitting on top of their vehicle.

A handful of other cars could been seen stuck in the water.

"10 feet deep, people sitting on top of cars, 6 or 7 and then obviously areas up the way a little but and other areas. Massive rainfall I mean I would guess in an hour we got 3 inches," a witness said.

The roadway has reopened as of 5:20 p.m.

This story will be updated as more information becomes available.
