Max volume notifications on Apple Watch Ultra 2 despite sleep and do not disturb modes

I have an Apple watch Ultra 2. Notifications from my phone come to the watch at MAX volume, even if I have the volume slider set as low as it can go before being on "silent". I've tried putting it in sleep mode, do not disturb, movie etc, and it still BLASTS the notification sounds.

I am on the latest update. I have tried rebooting my phone and watch, to no avail. I am on iOS 26 on my phone as well. This has been going on for the last couple months now and is super annoying! I can't take my watch into the movies, I have to take it off for meetings, and it is super loud when trying to sleep!
